It looks like your tasks are configured to run on a schedule, not when the source/destination is reattached. I do see one case where the destination volume was missing at the scheduled run time, though, and CCC prompted to run the task when that volume was reattached, but you declined:
07/29 03:00:04 Backup: Scheduling for Sunday, July 29, 2012 4:00:00 AM PT (will wake if necessary)
07/29 04:00:03 Backup: The destination volume "10.6 BU" is not available, or is not available at the same path as when originally chosen. Error code: 313
... 07/29 11:28:33 [INFO] Volume mounted: "/Volumes/10.6 BU"
07/29 11:28:33 Backup: "10.6 BU" appeared at "/Volumes/10.6 BU" and is a match, starting backup task.
07/29 11:28:34 Backup: Prompting to start backup task.
07/29 11:28:38 Backup: Skipping task, will run next at Monday, July 30, 2012 4:00:00 AM PT.
If you want your saved task to run when the destination is reattached, choose that option in the Scheduled Tasks window instead. Right now it looks like it is configured to run on a Daily basis.

From my scheduled backups page (at the bottom):
"This task will run at 4:00 AM every day. This task is scheduled to
run next on Thursday, August 2, 2012. If the source or destination is
not available when the task runs, the task will run immediately when
the missing volume is reconnected."

I think I see what's going on here:

07/30 12:02:30 Backup: Deferring task. Will run deferred task at Monday, July 30, 2012 12:30:22 PM PT.
07/30 12:02:30 Backup: Scheduling for Tuesday, July 31, 2012 4:00:00 AM PT (will wake if necessary)
07/30 12:02:31 Backup: Scheduling the deferred task for Monday, July 30, 2012 12:30:22 PM PT
At this point, your task has noted that the scheduled run time was missed and that you specifically deferred the task to a later time in the day. But then...
07/30 12:06:26 "Backup": Received a request to exit.
07/30 12:06:26 "Backup": Clone is not running, exiting.
07/30 12:06:26 ccc_helper exiting...
07/30 13:50:43 System just restarted, will wait for 58 seconds to let the system settle down...
07/30 13:51:42 Backup: Scheduling for Tuesday, July 31, 2012 4:00:00 AM PT (will wake if necessary)
Then you restarted. Upon restarting, the task loaded and scheduled itself for its next run time. If you had slept the machine instead, the task would have stayed running and would have retained the "I missed my last run time" context and would have started running shortly after you woke the system. Restarting, however, clears out those settings and the task reverts to its usual run time.
